Robert Epps is a human in the Movie continuity family.

Robert Epps is a Master Sergeant in the United States Air Force. He's under the command of Captain William Lennox. He demands the bringing of it. He is entitled to wear the scarlet beret of Air Force Combat Control. This means he made it through "Superman School", so he's one of four characters referencing Superman. He keeps a Visa credit card in one of his many back pockets. The one on his left butt cheek, to be specific.

BRING IT!

He's one of the guys who first encounter Blackout at SOCCENT Forward Operations Base, and managed to get a picture of him. He was nervous, however, as he thought the giant robot saw him. He and his fellow survivors later fought Scorponok. When A-10 Thunderbolt IIs arrive to provide air support, he gives them clearance to fire by shouting, "Bring it!". When their weapons completely fail to dent Scorponok, Captain Lennox suggests the biggest barrels the Air Force has: the 105 millimeter cannons of AC-130 Spectre gunships. This is signaled with a shout of "Bring the rain!"

Much later, in Mission City, they say "Bring the rain!" again. Stuff gets brought.

He is notable for being basically the only minority character in the film to not be a ridiculous stereotype.
