Decepticon Headquarters refers to two different operation centers in the cartoon portion of the Generation 1 continuity family.

Decepticon Headquarters originally referred to the structure that serves as the primary base of operations for the Decepticons on Cybertron. Later, an undersea complex of buildings combined with a crashed space cruiser became Decepticon Headquarters on Earth.

Decepticon Headquarters (Cybertron)

The dome-topped building known as Decepticon Headquarters on Cybertron was where Megatron planned to ambush Optimus Prime's energy-hunting expedition four million years ago. Before leaving, he told Shockwave to get off his shelf and watch the planet in his absence. More Than Meets the Eye, Part 1

Four million years later, Shockwave was still doing just that. Transport to Oblivion

Decepticon HQ contained a tower for sending and receiving passengers and cargo via space bridge from Earth. At one point, it held the duplicate computer used to control the hypno-chip slaves on Cybertron. The Ultimate Doom, Part 2 It also served as storage for the Decepticons' dwindling cache of energon. Decepticon Headquarters (Earth)

After their second space cruiser crashed to the bottom of the ocean, the Decepticons simply built a new headquarters around it. This complex of buildings would serve as their base of operations for years to come. MTMTE3

Notable features of the base included the "Docking tower", a giant telescoping elevator that rose above the surface of the ocean, allowing the Decepticons to enter and leave at will. Megatron might have intended to install force fields, but apparently it never got done.

Flooding was, naturally enough, a recurring problem for the undersea base. Decepticon Headquarters had to be partially or fully drained of water on at least four separate occasions, usually due to enemy action. In one instance, the docking tower was snapped off by a giant tidal wave while extended -- the wave being the result of one of the Decepticons' own schemes.

It is unknown what happend to the base when the Decepticons fully conquered Cybertron and abandoned Earth.
